Public Procurement: A Practical Introduction

A structured introduction to the core elements of the public procurement process, for staff who are new to procurement and for anyone who wants a practical refresher. The two sessions follow the cycle in order: the first covers everything up to going to market — determining the need, market sounding, strategy and criteria — and the second takes it from tender documentation through evaluation and award to contract management and modifications.

What's covered

Session 1

  • Overview of the procurement cycle — legal requirements, procedures, timelines and thresholds
  • Determining the need
  • Conducting technical dialogue and market sounding
  • Reviewing existing arrangements
  • Strategy development
  • Selection and award criteria
  • Green public procurement

Session 2

  • Tender documentation preparation — templates and required documents
  • Advertising on eTenders and managing queries
  • The evaluation process, including clarifications and scoring
  • Outcome letters — successful, unsuccessful and inadmissible
  • Contracts and award
  • Contract management
  • Modifications to contracts and framework agreements (Article 72)
  • Questions and discussion

What you'll take away

  • Establish and evidence a requirement, using technical dialogue or market sounding where it helps
  • Set selection and award criteria, then run an evaluation through to outcome letters
  • Manage a contract after award, including modifications under Article 72
